The Harbor is a working industrial port in the game's unnamed coastal city. Cranes loom over rusted shipping containers, forklifts idle between pallets of cargo, and the smell of diesel mingles with salt air. It is the kind of place where a badger with a bottle of rum and a grudge against his foreman could, theoretically, cause a lot of trouble. In practice, he causes a *lot* of trouble.
